Luis Seoane Estruel

Dr. Luis Seoane Estruel is a researcher at the UConn Rudd Center for Food Policy & Health and an applied microeconomist specializing in health economics, labor economics, and public policy. He collaborates with Professor Tatiana Andreyeva on research examining how public policies affect food security, health, and economic well-being.

His research uses causal inference methods and large administrative and survey datasets to evaluate social and labor-market policies, with particular attention to families with young children and economically vulnerable populations. His current work examines the effects of state paid family leave policies on food insecurity, maternal and infant health, and program uptake.

His broader research includes nutrition and food policy, minimum wages and labor-market concentration, and breastfeeding and infant-feeding policies.

He earned his Ph.D. in Agricultural and Resource Economics from the University of Connecticut in 2026.
